1. Missing Documents

The simplest cause is also one of the most common: a required document was not submitted. That can include a survey, site plan, drainage information, energy documentation, engineering, equipment information, or another item triggered by the project.

2. Inconsistent Plans

A door moves on the architectural plan but remains in the structural elevation. The HVAC report uses a different conditioned area than the architectural plans. A window size changes but the product information does not. Reviewers and contractors notice these inconsistencies because the documents are supposed to describe one coordinated project.

3. Insufficient Detail

A drawing can show the general idea without showing enough information to evaluate or build it. Missing dimensions, incomplete details, unclear connection references, undefined materials, or ambiguous system information can generate review questions.

4. Site and Zoning Conflicts

The building itself may comply technically while the proposed location conflicts with setbacks, easements, access, drainage, or other site requirements. This is why site review and building review must be coordinated.

5. Energy and Mechanical Mismatches

Energy calculations and HVAC documents rely on building assumptions. If those assumptions do not match the permit drawings, the reviewer may request clarification or revised documents.

6. Signature, Seal, or File Issues

Digital permitting systems can have requirements for document signatures, seals, naming, formats, and revisions. A technically correct drawing can still be rejected administratively if it is not submitted in the required form.

The applicant or design team responds by revising the plans, providing additional information, or explaining how the submitted design satisfies the requirement. Orange County's residential process expressly describes unapproved applications as capable of being amended or corrected before continuing through review.

Can Plan Review Comments Be Eliminated Completely?

No responsible contractor or designer should promise that. Some comments depend on reviewer interpretation, jurisdiction procedure, or project-specific questions that cannot be predicted with certainty. The realistic objective is to reduce preventable comments by submitting a complete and coordinated package.
